(c)本项目的特定资格要求：3、具有通信工程施工总承包三级及其以上资质，且具备有效的安全生产许可证；
4、投标人拟派项目经理须具有通信与广电工程专业壹级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，该项目负责人以在上海市建筑建材业网站上查询为准。
5、本项目仅面向中小企业（含中型、小型、微型企业）采购。
6、本项目不接受组成联合体
(c)Specific qualification requirements for this program: 3. Have a construction general contracting qualification of level 3 or above in the communication engineering, and have a valid safety production license;
4. bidders proposed project manager must have a first-level (or above) registered constructor qualification in the communication and broadcasting engineering specialty, have a valid safety production assessment certificate, the person in charge of the project is subject to the query on the website of Shanghai Building and Building Materials Industry.
5. This project only purchases for small and medium-sized (including medium-sized, small-sized, and micro-sized enterprises).
6. This project does not accept the formation of a consortium
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
